The master of oblivion has arrived!
Okay lets cut to the chase, if you have the skeleton key or some hard lock or very hard lock spells i suggest you go with the gaurds.
Now if they won't take you're money there is only one reason, you don't have enough money and you're bounty is incredibly high, so the best thing to do would to get some gold in oblivion by cheating then head back to shivering isles, or if you are unaware of how to do that you may just go with the gaurds and brake out or serve you're time, that simple.

Ooops, sorry didn't read the date on the first post, as for punishers question i think shivering isles is well worth it, it gives you a whole new world, not only to explore but to later rule, more monsters, new items, new quest, and alot more fun to take from shivering isles back to the world of oblivion, its pretty worth it imo.
