If Tekken is 650MB, and I think it is, that would require roughly a 2MB/sec (NOT Mb) download speed, which is roughly 20Mb/sec. It's not impossible... but it's certainly the absolute peak of what's available here in the UK, and it's hard to come by. I don't know what the situation is in the States, so I'll let someone else take it from here.
Just so everyone doesn't get all "5 minutes is impossible," that is a rough estimate. At max it took 10 minutes. All I remember is that me and a friend talked and drank a beer then it was finished and it doesn't take me long to drink a beer.
XBL has always been up and down for me when downlaoding demos and stuff (back when I did dload them), sometimes it would be done lickity split other times i'd just let it dload throughout the day when i went to work. Yet, I'm lucky so far with PSN because my downloads go extremly fast compared to what some posters on here say.
It is possible, but you'll have to get in touch with the publisher, and I'm reasonably sure it has to be within 90 days of purchase, and you have to jump through all kinds of hoops to succeed. Instructions are usually in the game's manual.

Thanks for the info. I don't mind "jumping through hoops" as long as I don't have to shell out another 60 or 90 bucks to re-get a game.
And btw, I ask because my Xbox scratched my Madden 09.. now it's unreadable.
