Although I like rushing on Ruins, as I do all maps, a lot of the time I just sit back and wait for the enemy to get bored and do something stupid, like expose themselves or come running onto my side of the map. Ruins is a great map for setting up ambushes on. Rushing works a lot of the time here, but its also very easy to rush and get killed by a guy you don't even see until your dead. There's just too many hiding spots and any way you rush, the enemy can be there first waiting for you.
That being said, I always used a silenced weapon on this map, rushing or not. Then if I'm not rushing, I'll get in a good spot thats easy to defend, and easy to get kills. I call these kills "easy kills" or "smart kills". Their easy because you can just hide behind something and pop out and kill someone real fast. Their smart because you have the patience to get them. Find a spot where you can see anyone coming towards you, but they can't see you. I have my own spots which work awesome but just find your own. This method works great when your whole team is doing it. Then get a few easy kills and your team should outnumber them enough to just grab the bomb and move in as a team.
It's so easy to get killed by nades on Ruins too, this is why you gotta switch it up between rushing and holding back. If they know your plan, if they know which way you've been coming, it's easy to have your whole team annihilated by nades. Teamwork is also important on this map because you'll be switching up strategies a lot, so make sure your whole team is doing the same thing. I can guarantee if half your team is rushing, and half is holding back, you'll probably lose to an enemy team whose all working together.
