Were the windows opening websites or just blank pages?

It sounds like you may have had a visit from adware or something, but it wouldn't usually be that serious. If you have a Vista disc, you could try booting from it and running a repair.
I can't remember if Vista's repair just magically fixes everything or if it opens a command prompt like XP does. I think it jut magically works, but if it does open a prompt, you should run chkdsk /r first, and see if that helps. If not, try fixboot. If your MBR is knackered, you'll want to run fixmbr, but I don't think that's your problem. And you don't want to run fimbr unless you really have to, if memory serves, so be warned.
If I were you, I'd run a repair, and if it works, boot into safe mode and run an antivirus/adware/spyware scan, and then a system restore. Actually that's a lie, if I were you I'd wipe the lot and do a rebuild, but I doubt you want that.
Good luck anyhow.

i dont have a disc, it came installed with the pc.
i dont think its adware, ive scanned for adware, spyware, trojans, viruses, worms.
nothing was detected, so i think it may have to do with the operating system itself.

Hmm. You may be out of luck then, unless you can get your hands on a disc, which shouldn't be too hard, really. Can you boot into safe mode?

I'm assuming you're on a different PC if you can still reply here. And I'm assuming you can download items to this pc as well.
I'd say just wipe the drive and install ubuntu. You'll loose some functionality, but you'll have an OS to work with, which is a step up from nothing.

Jesus, don't tell him that! If he's going to wipe the HD he may as well just reinstall vista. And at least he'll have a clue how to use it. Ubuntu would be useful as a Live CD but not as a replacement OS in this case.
Anyway, since you can boot into safe mode, try a system restore. It's in Accessories>System Tools. Run it, and pick a date that you know your PC worked on, and it will roll itself back to how it was then. You won't lose documents, saves, etc, just programs and stuff that have been installed since then. It's been a lifesaver for me on more than one occasion.
