Retro: Red Alert 2
Keep your fancy graphics, i have just wasted 4 hours playing red Alert 2 on my laptop and loved it!!!

Do modern console games put too much effort into snazzy graphics and not gameplay?

They put effort in both game play and graphics.

Agreed. My friends and I used to have day long LAN battles with this game. We would all make our own custom maps with as much Ore and Crystal as possible so we would be able to build the largest army, and we wouldn't attack each other until all our resources were used up. At the end, we had one battle which took quite a while until one person prevailed.

Very fun game which I enjoyed immensely, and definitely ranks as the number one Command and Conquer game on my list.

I think that was one of the best features of the game. The map creator was so easy to use, unlike some of the recent games from Command and Conquer in which you can choose everything down to the pH level of the soil. In this case, I think the more simpler it is, the better.
