Server Error

Server error [38] is what i keep getting when i try and log in. How do I fix this, or is this Socom's fault?

Thanks for the quick reply Slasher (I live in MN too)
So sony came out with a patch, and I'm not successfully downloading it? What happened was:

Disconnected internet from modem, inserted ethernet cable connecting PS2 to Modem
Plugged in PS2, Controller, CA Disk and memory card already in
Plugged in Headset and turned on PS2. Hit X when prompt came up.
Game loaded, hit O for fast login
Connected, got to user agreement, accepted
Game tried to log in, couldn't and gave me Server error 38, booted me back to Server/Universe selection

So if what i read in the link posted above is true, I'm not successfully downloading a patch? Cause i never downloaded a patch; but it must be automatic, otherwise cheaters wouldn't download it.

Any further help? Thanks.
