it was a breifing room under 20 people and it wont let me in. heres the video to prove it. i dont know why but i restarted my ps2 and now it will let me in.

i went to join it wouldn't told my dad to get off the ****ing computer and stop downloading movies, he did and I got it

It is indeed lag. It's happened to me a couple times, but not since the last patch (amazing, eh?). If I remember correctly all you need to do is log off and log back on to get into the briefing rooms.
It's also a sign that your going to get disconnected soon.

I was just about to say that. Try leaving the briefing room, and coming back into it... sometimes that has solved a problem for me, otherwise log off and on.
