How Is my Capture card "being used by another Application"??

i cant record anything cuz they ALL say "cannot record because it is being used by another applicatin..even after i reboot, restart , shutdown ...everything whats wrong?! im going to breakdown here!!!

Unplug the Dazzle. Turn off your computer. Wait about five minutes. Turn your computer back on. Wait for it to boot up. Plug the Dazzle back in. Try to record. Give me results. If it doesn't work, I'm sorry I wasted your time, and hopefully I can figure out how to help you.
