i was wondering the same thing. i use the M16 highscope to snipe with on single shot and have found that i drop a target with more efficiency when tapping twice into the center of gravity (aim center and allow for recoil to elevate the second shot into a possible headshot) than i do by leaving a greater time between shots. in the data you collected did you fire repeatedly in rapid sucession or once to make sure of a clean hit then again once the first hit was confirmed? just askin out of curiosity

Testing was done as follows, I estimate times between shots at about one second between firing the weapon, i.e "Firing the weapon then allowing enough time for any recoil form the gun to settle back down on target then firing again" during this time, right after the gun was fired, the person being shot at would key up and confirm the hit. There was now evidence that the time between shots made a defference on damaging the health more or less of the intended target.
After doing this test about a month ago and playing online alot ever since, I can say that lag is still with us, I see my torso shots sometimes on my enemys show up as arm shots. While sniping, I have many times put a lead on someone while running with my scope and I knew the lead was to far ahead of him but fired anyway and killed the target????? can you say Lag!!!. The lag is causing misconseptions, "What you see isn't exactly what your enemy sees" people killing people behind walls and rocks, even though you new you where totaly hidden proves this. What you see when you put your cross hairs on an intended target maybe different than where your taget actually is.
The only way Me and my clan have been able to battle the lagging issues, is only create rooms with 20 people or less. So much for that new streaming technology???????
