It just means you are aimming at someone and that you might hit them but the lines on the out side of the circle mean where the bullet can go.

Red = crosshairs are on the guy

I had a game once where a guy was running and I shot at him and not one clip hit him. And there was a sort of outline of his body of bullet holes on the wall. Kind of a rip off if you ask me.
