Not my definition, Its basically the rest of the world's version of PAL. I never saw the point in it but I think it has something to do with different game ratings (such as M for mature) been different and also something to do with copywright laws?

Nah PAL has nothing to do with ratings as they change from country to country within the PAL group... in the republic of ireland they are much more relaxed on sex in video games but up north they are all given 18+... and these two places are exactly 2cm away from each other

I think it is all to do with technical stuff... they use different power plugs in the US for some silly reason so I think they use different TV signals

I don't think there will be any vast differences apart from us getting all of the current US patches instantly...
