Hi there! I'm a french player who have just sold SOCOM2 and who have ordered a US PLAYSTATION 2 and the US version of SOCOM2..
The fact is that this game is a joke, a huge and bitter joke...
Lags, ennemy "unkillable" with high proof to bullets, IW-80 addicted persons, in a nutshell, this game has destroyed the idea I had of SOCOM. I'm in the [PF] clan (ex nickname: [PF] tupac), and a partner (Darkneo, same clan) bought a US Playstation few month ago with the US socom 2, and I can witness that the us game is totally DIFFERENT (in the way that it is better...). So for the few that think that it's a server problem, let me say that in LAN, the PAL SOCOM2 lags too... and sometimes disconnect players, so it's a problem that lies in the source code of SOCOM2 PAL ...
Look at what another member of my clan wrote:

Hi guys!
Like many of you, I have been disappointed by the quality of Socom 2 (with respect to the server only, the game still being ace when it works correctly!).
One member of my clan has just bought Socom 2 US and played it online over the week-end (he has a US PS2 too!). Strangely enough he reported no excessive lag or disconnections. Also, he doesn't need one or two clips of ammo to kill one guy, as is the case on Socom 2 PAL. What he tells me is that, in essence, Socom 2 US works like Socom 1 PAL, with more maps/weapons! (my dream in a sense...)
Now, my question is simple: from the beginning we're being told that the issue in Europe comes from "how difficult the european network is". So why does it work perfectly well when you're based in Europe and play Socom 2 US online???
I think one of Socom 2 developpers sometimes read this forum (TedTheDog I believe but am not 100% sure). Ted, I'll aim this question directly at you because I am sure you have the answer: why won't Sony admit that they made a BIG mistake on Socom 2 PAL code??? According to me they know this, and the two only solutions are to reissue CDs with fixed code (too expensive) or patch the game (impossible without the HD in Europe).
I DO believe this "we're working on the server" thing is just a smoke screen: Sony know they cannot fix those problems on Socom 2 PAL and are just trying to keep us quiet until another good online game is released (Killzone anyone?).
Sorry if I sound a bit harsh but if Socom 1 was my fave game of all times, its sequel is my biggest disappointment.
Now Sony, please tell us the truth.

I dont work for Zipper and I'm not a developer. I work for SCEE and I run the Community team (the CSA's) here and as such am like an intermediary between the players and the developers/producers. We make sure your opinions get to them, that problems like bugs and cheats, lag and disconnects etc are all known by the developers. So, in a way I represent them and you, but neither I nor my team actually fix stuff.
Secondly, it is acknowledged that the game has some seriously annoying issues at the moment and stuff IS being worked on. I appreciate from a players perspective its either fixed or its bust and all talk of something that isnt immediate is horribly frustrating but the server is being worked on. Incidentally, its being worked on by the SCEE server team and the team that runs the SCEA server as they provide our base server code. Sadly their latest attempt to sort things out didnt work out as planned but thats not the end of the matter. By the way, a Hard Drive is not required to patch the game, the save game on your memory card reserves enough space for a patch should one appear.
I've also played in the US and I found it to be predictably laggy, after all its 5 or 6 thousand miles away. Not saying you guys didnt find it smooth, but the laws of physics have something to say on the matter. However, I didnt get the disconnects which are so annoying over here so. Also, the problems in Europe are not just down to Europes network infrastructure although in places it has something to do with it so it cant be dismissed either.
Loved the bit about keeping you guys quiet until another online game is released, that did make me giggle. I dont think we could keep this community quiet even with a thermo-nuclear strike Which bit about any of the posts in this thread represents you guys being quiet? You're all shouting, we hear you, they are working on it but we know that if its not fixed right now then its not ok right now. You'll believe it when you see it. Thats fair enough.
