I've never tried that with the smoke granades, dude, just two flashbangs.
I don't bother with cuffing them, after two flashbangs they surrender nicely, just get to the briefcase and that's it.

No you can only restrain people who surrender... use the smoke to get right in front of them then rifle butt them until the surrender.

I completed this badge by selecting an M4 with the F303 on the helicopter base level, escort. I left Bravo at the spawn point and just went far left, along the outer mountain and kept going until I got to the extraction zone. I only had to shoot one guy with the F303. It took probably a minute tops.

i got this badge by using the M16A2 with the F303 and extra pellets and 4 Flashbangs on everyone. i did the instant action mission bombshell rank ensign area wharf type recover and it turned out well for me
