It is a PSN game, and yah you are right, it is only for Japan. At least for the moment.
Obviously a niche game that will appeal to a small group of people. I think it sold around 20,000-30,000 first day in Japan. Not bad, but not anything spectacular. I think the devs that made the game realized that it wasn't going to be a top seller. :P
You can journey across Africa, and take pictures of animals. I do believe you can earn money off of the pictures, and you can afford better equipment and cameras, and etc.
Like I said....VERY NICHE game. Kind of like a realistic-free roaming-Pokemon Snap. :P
I have a Japan account... I just can't get a credit card to work I really want to.. Every time I go on that account they have home stuff and weird games.

It's a game where you go around looking at animals. You can't even shoot them!
I am pretty sure they are releasing it elsewhere, at least in Europe. No source to back that up though. Personally, I won't give this game a second glance if all I can do is look at a few elephants and a giraffe.

Depends on how much it is... Like $1.99 or $5.99 max.. I wouldn't mind a new screen saver :)
