Here are answers to some of your questions

IP Address:
you can either assign a static LAN IP address to your PS2 or you can put it on auto so your computer/router assigns it.

First time trying to get online:
You cant simply put the socom 2 disk in and go online straight away you need to go on central station and setup you handle and connetion

Patch Problem:
If you are having the problem with the patch where it says you need to download it over and over again it probably means that it doesnt agree with your socom 2 save. delete the socom 2 save off the memory card then download the patch again. I had the save problem it works fine now.
yes corrupt data does affect getting online

DNAS is the process which checks for third party hardware " mod chips " or cheat codes.
you will not be able to get online if you fail the test.

If you Join a game and are unable to control:
this probably means you got disconnected at some point either on purpose because you can change user faster or not and logged on again. you will need to re-start your PS2 - with the new patch it doesnt like being disconnected.

If you are having problems with joining games or talking it probably means you have to open ports:
you must open UDP ports 6000-6999 (UDP) to the IP address of your Playstation( It would be a good idea to make it a static IP ) for the headset and TCP 10070-10080 UDP 10070-10070 for the connection.
Look at your router manual at how to do this.

*This has to be the cheapest and easiest method of getting online
If you want to connect through a laptop\computer directly from the PS2 you will need:

A patch crossover cable

A spare ethernet network card in your PC for connecting the PS2 to

Internet sharing setup on that machine
* If it is not the main network machine supplying the internet you will need to Bridge the two network's on your laptop/computer
then go in controll panel > network settings highlight the two networks and bridge and you should now be able to go online with your PS2 if not you may need ports open on your laptop or main network machine.
