Ya I know what PAL is. But I didn't think it was related to your power. PAL is the video format that goes to the TV (basically). That's why they sell NTSC and PAL videos, TVs, Cam Corders.

You can have a NTSC VCR & TV if you want, as long as you can get it. At the most you would just need a power adaptor.
Same as over here. I know TV repair / Video dub shops have working PAL systems.
So... The HDD should not have anything to do with PAL/NTSC. It takes 3 power leads - +5V, +12V, GND and all should come off the same from your PS2 motherboard - the same on either system.
