My thoughts are it is affected by the ranks you play against... but with other things added.
In the first SOCOM, you played anyone.. got kills... nothing else mattered... and a round win was considered the equivalent of 2 kills. However, this time in SOCOM II it is different.
There are added things to the rank system. This time it counts more things for points, and who you play against is what weighs those points. The one stander affecting your rank # is the rating. The rest of the points can pretty much give players a look at what kind of player you are. A demolition/breach player, escort hostages/VIPs(or kill the VIPs) and such. The ONLY thing that is putting your number up there is your rating. The higher the rating, the higher the ladder rank. You want to win but against the professionals.
To get there my advice is to play in rank specific rooms. I stayed in Lt. Comm rooms and just kept doing my best and I turned into a captain one day and then stay in Captains only rooms.
