The UN was there the whole time. Major-General Roméo Dallaire was the leader of the United Nations Mission
something Rwanda (I know that it is UNAMIR, but not what the 'I' stands for).
The UN force was trying to convince the two sides (Hutu government and Tutsi rebels of the Rwandan Patriotic Force) to stick to the agreements of the Arusha peace accords.
The United Nations wasn't able to stop the slaughter because the force was understaffed and under equipped (Many of the UN soldiers were from developing nations that were not able to properly train and equip their soldiers. There were also Belgian troops, who were well trained, but they shouldn't have been there because of Belgium's role in Rwanda's development and their role in starting the Rwandan civil war).
