lol it will not be delayed, the S:CA copies are being sent out as we speak. They send them out 4 days ahead of time, so they can get put into the database of stores and they stock them, and then the shelve them Nov.7 so some i bet stores will have them a day or 2 ahead of time

The thread title got me a little scared. The title should have been something more like "Will S:CA be delayed?" or something like that.
Anyway, I highly doubt it will be delayed since it's less than a week away from launch. If it was going to be delayed, they would've announced it by now.

Socom 3 was delayed because it was a totally new game with so many new operations in-game so when they sent out the beta there were a lot of problems people told them. Combined Assault is more of an expansion to S3 than a completely new game... no beta was even publically sent out, so there probably aren't as many problems to work with and it won't be delayed.
