I would say the moving terrorist would win. Since the seal is sitting still doesnt mean he will get very accurate shots. ASQ has tested this in the training room and the target moving always killed the sitting still target. Unless they both killed them selfs.
Also, the moving terrorist has better advantage because he is running side to
side getting his crosshairs ready to kill. The seal will have a harder time in doing this since he is sitting in place try to aim at a moving/jumping target.

actually if the seal is smart he'll lead the terrorist so say the terrorist jumps he can place his crosshairs in an estimate on where the terrorist will land and he could easily kill him in a matter of shots. I would say by far the seal if he wasn't a complete moron.

it all depends i mean there i no way to test it because people vary u have t have the same skill i mean u can;t test it with 2 people cause one might be better then the other get what i am sayin i dunno i hope u do
i have to agree with the poeple who sed terrorist would win because he can move crosshairs fast but when ur prone its a bit slower i think or im just makin this up lol but anyway i think terrorist would win
