Here is the complete, detailed overview of how online ranking works, what counts towards what and if uneven games count... directly from Sony. I hope this clears a lot of debates up. Please pay special attention to the "additional factors" section.

Ranking System Overview
===========================
The ranks are divided into two primary groups, the Enlisted and the
Officers, each having a unique function. The Enlisted ranks serve as a form of training, in that players will have to play several games before progressing through these ranks, while the Officer ranks make up the skill portion of the ladder.
These ranks are all earned by playing the game, in that to move up in
these ranks, players must complete a certain number of Scored games. These games played can result in both Wins and Losses and still be tallied into the total number of games played, to encourage players to remain in the game, rather than aborting out if there is a chance they might lose. While Enlisted players can really only gain ranks by increasing the number of games they play, their total Rating is still being tracked.
The final goal of the Enlisted ranks requires a bit more dedication to
reach, as it shifts the focus to the number of wins rather than number of games played. Once players have reached the necessary number of games and wins, their experience on the Ladder changes, and they are now placed in the Officer ranks. Once a player has reached the Officer ranks, they can never be placed back in the Enlisted ranks.
The Officer ranks make up the top portion of the ladder, where player
skill is more important than racking up the hours played. The Rating scores apply to these players, and are used to move them up and down in the Officer ranks, in relation to the other Officers. Players will be constantly shifting between these ranks and positions, as their Rating changes.

Improving Your Rank
=======================
The primary means to improve your Rating is by winning Games (not just
Rounds). In almost all cases, if you win a Game your Rating will go up and if you lose a Game your Rating will go down. The following factors will effect how large or small your Rating will move in any single game:
Relative Strength of the Teams: The Ratings of members of your team are
compared against the Ratings of the opponent's team to determine who is 'expected' to win. Winning against stronger teams will increase your Rating faster while winning against weaker teams will increase your Rating much slower.
Number of Players in the Game: Full 32-player Games have larger Rating
moves than, say, an 8-player Game.
Number of Rounds won by losing team: If you win by a sweep (i.e.
winning the first 6 Rounds in a best of 11 Game), your Rating will go up more than if you just won by one Round (i.e. winning 6 Rounds and losing 5 Rounds in a best of 11 Game).
Individual Performance: Doing more to contribute to the victory like
getting more Kills, having less Deaths, rescuing Hostages, creating Breaches, destroying Bases, etc. will result in a larger personal Rating increase.
Additional Factors:
Too Few Players: Games in which there are two or fewer players present
on a side at the end of the game will not be counted towards the Rating or Number of Games total.
Uneven Teams: If there is more than a 60% difference between the sizes
of teams, the game will not be counted towards the Rating or Number of Games total.
Grace Period: The Grace Period is the first round of gameplay, in which
players are not penalized for Aborting or Disconnecting. After the Grace Period round is over, penalties for Aborting and Disconnecting can be applied. This is also the case for Late Joiners. The round into which they join is considered their Grace Period.
Aborts and Disconnects: If a player aborts or is disconnected from the
game, the game will not be counted towards their Rating or Number of Games played, and in addition, the player will receive a -15 Rating penalty.

Win Round = 5pts (ALL players on the winning team are awarded, dead or
alive)
Survive Round = 1pt (Don't die)
Suicide = - 2pts

Viewing Rank
===============
To view your current rank in SOCOM 3: U.S. Navy SEALs, first you must
be connected online. When you arrive at the Briefing room screen, scroll over to the COMMUNITY option at the top of the screen and press the "X" button. Next, highlight PERSONAL and press X. The next step is to press X while "Profile" is highlighted.
Now that you can view your profile, you will be able to tell which rank
you are by looking at the MEDAL field.
For Player Statistics, highlight Player Stats at the bottom of the
screen and press X. This is where you go to see how many kills you have, your ladder ranking (next to player name) and other stats of online play.
There are also games in SOCOM 3 online that are only available to those
who possess certain ranks. There are those for Enlisted ranked players and a few different types for Officer ranked players (Junior Grades, Mid Grades and Flag Grades).
