Well if you are thinking about what console to get, you shouldn't really involve a PSP because it's a handheld. I have had my PSP since a few months after launch and have played it only a handful of times. Got my DS late last year and it's already paid for itself.
The decision is definitely all about personal preference. My latest take on things is the 360 is good for playing games and great for downloading media, the PS3 is great for gaming but good for downloads.
If you want great graphics and power but wont be downloading media, get the PS3. If you want to play games in HD and also download video and other media, get the 360.
When considering price, also consider running costs. The PS3 is more expensive and games are a bit more expensive (last time I was in the US), but you don't pay to play online. The 360 and games are cheaper, but you have the added annual cost of paying to play online.
I most likely wont get a PSP at all. It will take me about another half a year to even save up enough money, so I'll most likely base my decision on games released within that time period.
PS3 started off real slow but is going to have a lot of badass games coming out in the near future. XBox 360 has a bunch of badass games out right now but are going to slow down a touch in the near future.
I would choose between those two and from there, it just depends on what games and type of games you want to play.
Just remember, MGS4 and Killzone 2 are coming out of PS3
I own both. I would choose my ps3 over the 360 almost anyday of the week. For a free online service, its top notch. The graphics are great, and its blu-ray.
If you're not getting XBL, get the Ps3. The 360 is all about great quality online play, if you don't want that get a Ps3 because it doesn't have it.
I would tend to disagree. I think for the online play for the 360 it should be flawless but compaired to the PS3 it is not much better. PS3 has amazing graphics as does the 360 but I think the PS3 has an edge on graphics.
The biggest thing is that if I pay to play online I want no cheaters, glitchers etc. no lag, no down time, nothing bad but the 360 is full of all of those. Until it is perfect I will not pay to play.

I have never ran into any cheater in XBL. I think MS does a great job with cheaters, because I don't see them.
If you are unwilling to get Live then the PS3 is probably the best choice. If you ever feel like experimenting with the dark side of gaming its free online but most importantly the PS3 has a slightly better line up this year for offline gaming.

Either you're one of those people that find an excuse to everything as to why you die or you just join bad rooms. I NEVER EVER see any cheaters in any game I've played online on XBLive. There have been on rare occasions glitchers but the particular glitches that were being used didn't do much at all for them.
The only lag I see is if some guy with a bad connection is hosting.
The downtime is just for maintenance. XBLive is one big server rather than each game having its own specific server so in order to keep things in running order, there must be some time every now and then to fix or repair things.

I have only seen cheaters in Halo 2 or 3 not sure which one I was playing.
I'm not saying xboxlive is bad I'm just saying that if I am going to pay to play online I want it near perfect and to me its no better than PSN.
