From what I have heard, they are kinda going to be like how the Microsoft Marketplace points are setup. With Marketplace, you can purchase $19 cards at the store, which transfer into points when the code is entered from the back of the $19 card into the section of Xbox Live where they're normally redeemed.

Prepaid Card: Microsoft Points
Microsoft Points is an online, renewable, stored-value system with which you can enjoy digital goods and services from Xbox and Microsoft. In the United States, prepaid Microsoft Points cards are available in 4,000- and 1,600-point denominations.
If you're a member of Xbox Live, you can also buy points right from your Xbox 360 system at Xbox Live Marketplace."
