When it's plugged in, go to "USB Mode" on your PSP. While that it is in that mode, open the E drive on your computer. That is your PSP. Open the PSP folder and then the drag music files into the Music folder inside of that. If the folders don't exist, create them.
If you prefer an easier method, PSP Max Media Manager (costs like ten bucks or something. I got mine at Blockbuster) will do everything for you. PSP Video 9 (free at pspvideo9.com) might also work with music, but I wouldn't put money on it. It's been a while since I used it.
