This is awesome. Last night I was driving around for a good 30 minutes trying to find the titty bar.

Not on the big one, but there is on the small one just north of it. You should be able to access the island right off the bat. I can't get through to IGN at the moment, so I'm not sure of the island's name.

For some reason, some dude gave me $100 right by Roman's taxi cab company. I have no clue why. He just said he was young and loaded, and gave me money. Then he walked away.

Those are random encounters. You will find many of those throughout the city.

They will show up on your hud on the map as a blue little stick man type thing.
