That could just be a limited offer since its in an AD. But who knows? Of course, $30 is quite a bit

That's all very well, but some sources say the core is no more for at least Best Buy...
I don't believe it myself, but it's something to look out for.
If the core is ever discontinued, now would be a good time since R* are saying the core is the only thing holding GTA4 back. Bastard core owners!
The statement for the price drop says it's effective worldwide but I asked the local game shop today and they said there is no price drop of any console on the horizon. They may be talking **** as usual though.

I went to the electronics section after work today (Walmart), and the prices weren't changed at all.

Those ad's are just for certain stores. Any store is free to raise or lower the MSRP as they see fit.

A lot of stores arent actually allowed to display a price of an item if it is drastically below the MSRP.
I don't know why, but that's just how I have seen it while being over there.
