I've been playing NTSC consoles in Europe (Germany, to be exact) since the original Nintendo Entertainment System, and have never had a problem. Most recently I know the PS2, Dreamcast, and N64 (don't have a GameCube) worked. I don't have a PS3 and probably won't be buying one, but there's no reason it shouldn't work.
As long as you have a transformer and the required adapters depending on your TV, everything should work fine. What happens when you try to turn the PS2 on currently? Is the problem that it won't power up, or it simply won't display on the TV? If it's the TV: there are some differences in NTSC and PAL systems as far as refresh rates (if I recall correctly) and perhaps a few other trivial details which might be causing some trouble, but I wouldn't know anything about it; I've never had a problem with it. Presumably a NTSC to PAL converter would take care of that.
