You need enough fans, it has nothing to do with difficulty.

Also, getting three other people with you and playing the ultimate setlist (every song in the game in a row) is AWESOME BEYOND BELIEF. Four straight hours of rocking.

I don't know about that. Me and my girlfriend play it together. Everytime we complete a song it says something about your fans are already devoted to you 100%. I think we have 550,000 fans. It won't let us get anymore without changing the difficulty.
