Well, it'll be a tad bit difficult for two reasons:
The angled scanline you've got going on, and the radial light source.
However, it shouldn't be too hard since the text is isolated in that horizontal bar.
Open the image in photoshop, create a new layer.
On the new layer, create a block of the base pink, just starting at the left edge of the text, going all the way to the right edge of the image. I'd probably use the brightest pink you have there.
Then, create a layer on top of that. Recreate those scanlines to cover layer 2, and match them up with the existing. They should only cover the area of layer 2.
Now you can employ various methods to try and match the lighting up. Either by brush, or the lighting effects filter. You should try to match it as best as possible, though it should be too noticable if it's a little off in shape.
With that done, play around with the opacity, or layer properties of layer 3, and you should be pretty damn close to the original.
Shouldn't take you more than 15 minutes at that.
EDIT:
Looking at your original, your scanlines fade from left to right, which tells me your light source layer was probably on top of the whole image. Which makes sense. So you'd probably want to make a fourth layer, do your light source, and then match it up.
Either way it's still 10px too tall for the forums
