Circle marquee tool, then fill it and set it at 50% opicity. Adgust it if needed.

cant find a circle marquee tool all i see is elliptical tool and rectangle tool

lol i cant get the right angle on the sig and the diagnal line things i found like 80 tutorials on it

and when i fill it i filled it wit color while 50% opacity and it looked wierd

how do u make ur sig shiny like that

You don't fill it with color, you fill it with white. I suggest using 35-40% opacity.
