Dakilla is right, it isn't easy.
I'm a moderator for the Codemasters Forums (the guys who created Operation Flashpoint on the PC) and it is a tremendous amount of work to keep things in order. There have been times where I have seen 10 or more "forum alerts" emailed to me a day. We have about 6 moderators, an Admin, and a Development team that all watches the forums, IIRC, and sometimes it doesn't seem like enough to maintain order.
Rules are put in place not to hinder freedom in forums but to maintain order and ensure an enjoyable experience to all. They are not designed with the hopes of "limiting" one's fun in the forum. Forums are not the place for one to grandstand their opinions. They are put in place to give people with a common interest some place to go to share their experiences with others, whether they be good or bad, in a mature atmosphere.
PMing people advertisements is wrong. I don't blame Dakilla for not allowing it. He pays the bandwidth bills so him allowing these advertisements would be the same as him monetarily supporting other people's work and that makes about as much sense as a bag of hair on the 50 yd line.
It isn't a question of "censorship", it is a question of respect. Those that lack respect will surely not have it handed to them on a silver platter.

I really don't want to sound offensive here, but had you read my previous posts, you would realize that I have nothing against you joining other forums. You can join as many forums as you like. I just don't want people advertising their forums in my message boards. That is a ridiculous thing to do. I will think about the "links and discussions of other websites" like yabber stated.
Let me say this one last time to make sure everyone gets it: You may join any forum you like. I am not trying to force you to pick a single forum. I thought I clearly stated that earlier in this thread, but maybe my posts were interpreted incorrectly.

It is a private message. You can see a little "PM icon" at the bottom of each user's post. It sends them a little message on the forums, which they can then check at the top of the page. If you have no messages, it reads, "You have no new messages." Otherwise, it will tell you how many new messages you have.
