I looked all over the place for a nice map with all the random characters and I couldn't find a good one. I decided to make one for you guys that are going for that 100% in-game completion percentage.
THINGS TO KNOW
* Some random characters spawn at different times. That means that you might have to come back at a different part of the day if they are not there. I tried my best to tell you the times that they are there. If they are not there, steal a car and drive away from the location. Leave the game on, do something, come back and drive back there. Keep doing that until the character is there. You can also just kill people and let the police kill you. That way you go to the hospital and the time skips.
* Take the Taxi to these random characters. I don't think there is a point wasting time driving to them because some of them might not be there. If one is not there just drive to the other character.

Ilyena Faustin -
This mission becomes available after you complete "The Puerto Rican Connection".
Ilyena can be found far south in in the Broker Area (Firefly Island)
right next to the docks. She will want you to kill her daughters
boyfriend. Get in a car, drive to the marker, and kill her boyfriend.

Mel -
This mission becomes available after you complete "Escuela of the Streets". Mel can be found in South Broker (Hovebeach) right next to the police station. He will want you to protect him at a drug meet. Drive him to the drug meet, kill the three drug dealers that want to kill Mel. After you kill all three, hop in a car, pick up Mel, and drive him back to the police station.

Brian -
First Meeting - This mission becomes available after you complete "It's your call".Brian can be found in South Broker (Hovebeach) next to Roman's Cab business. He will be standing on the side walk walking around. Simply walk up to him, watch or skip the cut-scene. As for the first meeting, he will give you $100.
Second Meeting - Brian will be standing on the last street far in
South Broker (Hove Beach). Drive Brian to buy some drugs, after the
deal is complete take him back to Wappinger street (Hove Beach).
**Brian will not always be there when you go to meet him for the second time. I found him there around 7:00**
Third Meeting - You will find Brian in the Broker part (Downtown). Get a car and take Brian to his dealer. When you get there, Brian will start getting
beat down by two dealers. Just get out of the car and kill both of them, than drive Brian back home.
**Brian will not always be there when you go to meet him for the third time.
I found him there around 9:00AM**

Badman -
Badman can be found North of Dukes (East Island City).
In this mission, both you and Badman will drive to Carrollton Street
and take out a gang of Russians that are doing a deal. I just drove
through the alley a couple of times until all of them were dead.

Marnie Allen -
First Meeting - This mission becomes available after you complete
"Actions Speak Louder Than Words". She can be found in South
Algonquin (City Hall). Marnie will want you to take her to a dealer to
buy some drugs in Alderney (Alderney City).
Just drive her to the marker and you will complete the mission.
Second Meeting - Marnie is standing in the north part of Algonquin (Varsity Heights). Some guy is trying to kill her, so she wants you to drive her to the train station. Simply get a car, and drive her to the marker.

Hossan -
This mission is unlocked after you complete "The Puerto Rican Connection".
Hossan can be found in South Algonquin (Suffolk) on the corner of the street
selling bags. He gets a call, and asks you if you can go collect money
with him. Steal a car, and take Hossan to collect his money. Once you get there, the guy head butts Hossan and takes off in a car.
Wait for Hossan to get in the car, chase the gangster down, and kill him.
Once the gangster is dead he should drop Hossan's money. Collect the money and take Hossan to the alleyway off Feldspar street.

Pathos -
First Meeting - This mission is unlocked after you complete "The Puerto Rican Connection". Pathos can be found in the middle of Algonquin (Star Junction). Two people will start trash talking about Pathos music and Pathos will start fighting both of them. Just kill both of the trash talkers in order to complete the mission.
Second Meeting - You will find Pathos around the same location you did in the first meet (Star Junction). Once again, he will get attacked by two trash talkers and he gets shot. Kill both trash talkers, steal a car, and take Pathos to the hospital in Easton.
**Brian will not always be there when you go to meet him for the second time. I found him there around 11:00PM**

Jeff -
First Meeting - This mission is unlocked after you complete "Photo Shoot" for Playboy X. Jeff can be found in North Algonquin (East Holland) on the corner of the street. Jeff's wife is cheating on him with another guy. He wants you to take pictures of his wife and the guy she is dating. Get in the car and follow Jeff's wife to the cafe. Once the couple goes inside, get out of the car and go in after them(don't get close to them or they will spot you). When you are within range, press up on your d-pad, and select the camera option. Take a photo of the couple, send it to Jeff, and leave the cafe. This will complete the mission.
Second Meeting - Jeff will call you and tell you to meet him at the garage. It turns out that he killed his wife and put her in the trunk of his car.
Watch out when you drive around cops or they will chase you for having a dead body in the car. All you have to do is drive to Walnut Way, drive the car straight ahead for the ramp and jump out of the car. Mission complete!
Third Meeting - Meet Jeff in South Algonquin (Little Italy). He will be sitting on a bench looking through binoculars. Jeff will want you to kill his new wife but you will decline. He gets disappointed, so he crosses the street and gets hit by a car. Collect the money he drops and the mission ends.
**Jeff will not always be there when you go to meet him for the third time.
I found him there around 10:00PM**

Clarence -
This mission will only be avalaible if you let Clarence live in the mission "Holland Nights". He can be found in North Algonquin (East Holland).
Simply talk to him and kill him.
**This mission is not required to get 100%**

Cherise -
This mission will only be avaliable if you let Cherise live in the mission "Ruff Rider". She can be found in North Algonquin (Northwood). Cherise wants you to take care of her boyfriend for hitting her. Take her to the projects on Frankfort Ave. Just kill her boyfriend, go back to Cherise and your done. **This mission is not required to get 100%**

Gracie -
Gracie can be found in middle Alderney (Acter).
She will be pissed for kidnapping her in the past, so she will send
5 of her security guards to kill you. Just kill all 5 of them to
complete the mission.

Ivan -
This mission is only available if you let Ivan live in Vlad's mission
"Ivan the Not So Terrible" mission and complete Gerry's "Three Leaf Clover" mission. Ivan can be found in middle Alderney (Acter). He wants you to go around the corner and help him collect his money. When you get there, the gangsters decide not to pay back and get you involved
in a gun fight. Take out all five gangsters to complete the mission.
**This mission is not required to get 100%**

Sara -
First Meeting - This mission is unlocked after you complete "The Puerto Rican Connection" and after finding the random person named Hossan. Sara can be found in South Algonquin (Suffolk). She wants you to drive her home and kill her husband. I just got a bullet in her husbands head and it was over.
Second Meeting - She can be found in South Algonquin (Fishmarket South). She wants you to drive to Perseus and pick up a package for her. When you get to Perseus either pay the clerk $500 or beat him
up for the package. Once you have the package take it back to Sara.

Eddie Low -
First Meeting - This mission is unlocked after you complete "Actions Speak Louder Than Words" for Gerry. Eddie can be found in the East part of Alderney (Leftwood). He wants you to take him to the docks so that he can throw his bag in the water. Take him there and drive him to the 60 Diner in Westminster.
Second Meeting - Eddie will now be in Berchem which is a little south where you found him before. All you have to do now is kill him and the mission ends.
