M16 plus stopping power basically turns regular games into hardcore, it's so easy to kill people with that combo.
M4 and M16 both have nice iron sights, so it's actually a good idea to have a suppressor on them.
G36 and M4 are slightly underpowered imo, so stopping power is always good to have with them.
Any submachine gun will utterly pwn if you pair it with sleight of hand and bandolier. Esp the p90, it's like just laying down a constant stream of fire.
Mp44 is only good with double tap imo, the ROF is too slow but it's nicely powerful.
Eavesdrop=useless. Even if you can hear the other team being tactical and tell your teammates their plans, they'll still wind up killing you, since in the end, all COD comes down to is firefights. It's just all about getting the drop. SO unless you run up behind them (which is hard to do against an entire team, since everyone runs in different directions), or lay in wait, this perk won't really give you that much of an advantage. idk, just seems like a waste when you could have something like mayrtdom, last stand, extreme conditioning, steady aim, etc on instead.
Idk, just felt like posting some of my thoughts on the different guns and perks.
I've seen a few people discussing which gun is the best in multi-player, but there's not really a way to tabulate votes and figure out what everyone thinks, especially across all the different forums. I made a site that lets people see all the guns in the game, and then vote from 1 to 21 which guns are the best. If lots of people vote on the guns, we can figure out what people consider the best gun and the worst gun.

BTW - I'll take an RPD with Grip, Stopping Power, and Deep Impact against any other gun.

I find the iron sights on all of the american guns terrible. They frame the target and simply obstruct view. The M14 has WW2 vintage sights on it, and the M249's handle covers far too much of the screen. The RPD and AK have much less imposing sights and I find them really easy to use.
On big/medium maps I like to use the M16 with a red dot scope or the M14 with either an ACOG or a red dot(depending on whether I want to snipe or not).
On small maps I'll the use P90 with a red dot or the AK74u with a red dot.

I actually find the iron sights on the M16 and M4 easy to use as well. Those sights also make for great and easy headshots so you can stay silenced.
I think the iron sights on the M16 are one of the best in the game.
Most of them I have to keep going in and out of the iron sights because they take up half the screen and you can miss enemy movement because of them. I also like the shotgun ones if it came to a push.
Don't get me wrong, sometimes the iron sights on the M16 and M4 block my vision of my target from time to time (especially when I'm shooting through things like a cage fence or bushes but staying hidden and making your target try to find YOU is more important in my books.
RPD, grip, stoppping power, steady aim.
One of the g4y3st guns in the game. Accuracy and the range is great, even out of iron sights you can spray and you'll kill someone. And you dont have to reload that often. =D
AK74U Silencer+UAV jammer+Bandolier. Its the most powerful submachine gun so it doesn't need da stopping power perk. Aim for torso and head and drop foes quick. While his teammates look for you with confusion. I die way too much bcuz enemy radar. So I stick to the UAV JAMMER perk.
