Ahhhh, I didn't pick up on that. 10-4.
He's deaf, so it makes sense it's all garbled. Sign language has a different structure than spoken words. I've searched the Playstation.com European section, and cannot find a TTY telephone number. Perhaps one of our Europals can look in their Socom booklet and see if one is listed there?
This is what I did find though:

He doesnt exactly require a TTY. He can utilize the internet using any of the numerous Relay Services. Both ATT.com and Sprint.com have pretty good online relay servers. Theres many more, but I prefer these.... They are, however, English language services, if he is more fluent in another form of communcation, then they do offer relay services for it. They have relay services nowadays for just about any kind of communication disability. He just has to find it.
His use of English, however, isnt due to the sign language. Ive been deaf since I was 5 years old. Im 34 now and as you can see I communicate just fine. Im also the guy on socom whos hollering into the mic to "watch out for that Sniper on the hill", but not responding to what other people are saying. Now you know why.
**OFF POST**
"Hes deaf, so it makes sense its all garbled" ???? , You sound like you think all of us talk that way. Back in my younger hot-head days that would have REALLY pissed me off. You ought to be more careful how you put things. Assumption is the mother of all F-ups (Under Seige 2). A LOT of profoundly deaf individuals are unfairly closed off from the outside world by well-meaning parents who proceed to run them through needs-based schools, with good intentions, but this more often than not leaves them with a severe inability to function in what the rest of the world considers 'normal'. A lot of them cannot speak at all. Many more have severe language deficiencies. I was fortunate enough to have parents who threw me headlong into mainstream society, while giving me the tools I needed to communicate with the rest of the world, hearing and deaf alike. I ended up a Nomad, I dont really belong anywhere, but I can kick *** both ways.
I realize this post doesnt relate to the topic much, other than offering information on the relay services. if you feel it does not belong here, then delete it. I feel better just having typed it out, regardless of whom reads it.
All of that said, theres only one last thing. Deaf People Do It Better.
