Why can't I join a room??

I have a question. Why is it that sometimes when I try to join a ranked room I cannot get in because it says I don't meet the rank requirements, yet other times when I try to join a ranked room I can join with no problems? I'm still an Enlisted Petty Officer. I thought to join a ranked room you have to have an Officer's ranking?? WFT??
Can you create a room that will allow all types of ranks to join? If so how? My friend and I tried last night but could not figure out how?

because the new patch only allows you to join enlisted rank rooms. Once you are ensign and above then you can join ranked room is rooms like US. East. Sucks cause everytime I do a clan war I have people in my clan who are not ensign's yet and we cannot make it a ranked war.

i havnt played socom 3 yet, but am planning on starting soon.

do u just have to play a certain number of games to become ensign? and how long does it take? thanks

How long has this new patch been out?

Also, no one really anwered my question. Why can I join some ranked rooms and not others? Seems like a glitch to me. Just last night I was about to join a ranked room, but not all of them.

You have to play and win 50 ranked games, after your 50th win your overall score will determine your rank. So you could jump from a Chief petty officer to a Fleet Admrial...lol you will never get that rank unless your a RANK UP BIATCH
