If you're not simply sniping, you need the laser. Personally I use the 4x and laser.

Towards the end of Socom 2 I started playing with the M16 since I noticed every Captain I encountered used it.
The night before last on Socom 3, I thought I'd play around with it. I was playing in an unranked/unscored Respawn just so if I got pwnd it wouldn't hurt me.
So, on Harvester I was rocking it. I found a non-glitching way to get on the roof of the house on the island that's connected by the walk bridge. It's easy to figure out stuff like that when you're not pressured with getting killed = sitting out for 2-6 minutes.
Anyways, I picked off a ton of mofos up on that roof using the M16 with single shot and the high scope.
Next map, Crucible (I'm pretty sure that's it, the one that's kinda like Devil's Road in the desert, but with all the caves in the mountains).
A lot of action was going on in the caves, and whenever possible I shoot out light bulbs because it's a cool feature, and it makes it darker.
This is where I had freaking problems with the M16. In third person, with the middle of the cross hairs on the damn light bulb, standing 10 ft from it, I kept missing the light bulb. This was on single shot too.
But when I went into first person, not scoped, I hit it with the first shot everytime.
So, besides this proving that I'm a big dork that can't resist shooting out lightbulbs, it also proves that the M16 has some close range accuracy issues.
Peace.

I think everyone here will use what is the most popular ( and I think soon-to-be-called- n00b weapon).....and that is ,for the M-16, ....the high scope. That's just a given. If I do use that, I just use the high scope. That high scope is deadly......

The M16 is too over powered, it has too many attachments available and is in a sense the "IW-80" of socom 3. In Socom 2 the M16 wasnt that great and hardly anyone ever used it, only the skilled players who knew its power and how to weild it. Yet in Socom 3 u can make this gun any other gun you want and better. High scopes, frag attachments? come on people lets get real if you have skill and want to snipe dont use a M16 with a high scope just use a sniper rifle. I think they should just name the damn gun the M16SniperRifle because thats all its being used for. Its very frustrating to someone who snipes all the time using a rifle to have a bullet in the head by a lame M16. Because look, if you want the ultimate gun
M16
Medium Scope
M203 Frag
That right there is hardly any weight at all and its a grenade launcher, sniper rifle, and assualt rifle all in one, how cheap. psssh...im done bantering.

M16 = already pimped
Yes. I use M16 with nothing else. At Citadel I use it with an M203 (which is not n00b) and at Killing Fields/Devil's Road I slap on a high scope and go about killin people.
I've gone 24-2 at Killing Fields with M16 + high scope.
