well, you need to realise one thing. Sequels to computer games always look better, but because in the time between the games, the hardware has become better and more performant. this is something consoles cant do until they just release a newer version (we all know how popular the attachments have been in the consoles world, sega-CD anyone?)
If you do notice some improvment in graphics over the course of say, the ps2 (compare gtaIII with gta:sa, yet its all running on the same hardware)
its because over the course of time, developpers get to know the console"s inner working better, and can maximize everything they do (more polygons, better res on textures, etc...)
so what this all boils down to, with making s3 on the same hardware as s2, yet making it much bigger levels, more players, better lag managment, etc, that doesnt leave alot of room to further improve the graphics. Yet they still have, to some extent. I mean, compare the water in s2 with s3 h2o...
but all in all, if when you buy a new game you expect and demand significant graphical upgrades, then I suggest you focus on PC gaming, and have fun shopping for pc parts every 4-6 months.
