Phantom game console

What ever happened to that Phantom gaming console that was coming out? Did it get scrapped or just disappeared like the Dreamcast? If anyone has any idea what I'm talking about, let me know.

I thought it was a first console for some company, but Atari sounds familiar. (Yes I know Atari has made a console before) Like I said I briefly heard about it somewhere, so I don't know for sure thats why I'm inquiring about it.

Kinda both it runs a version of Windows, but it's a console. It is also openly developable(not a word) meaning you can create your own games without a liscense.
