You can type to your team mates while you are either both still alive or both dead. Example:

You cant type to some one if you are dead and he is alive in the same game. That includes spectating.

If you have a keyborad you can type to any one at any time.

You can talk in the lobby with the keyboard. Any time you can type with the controller, you can type with the keyboard. This is not true with all games. Also you can't talk to anyone, only people who are not in the same room as you. You can't make taunts or messages during the game.

Uh actually...you can whisper to people on your team as long as they have the same status as you (Dead/Alive) If your dead and their dead...also if someone is in a diff game you can whisper to them telling them to come to the room..you obviously need a keyboard just start typing..and you don't need the quotes... Only use quotes if there is a space in the name otherwise just type it like this "/w thurst0n dude your so cool" yeah..my quotes are just everything you type..yah
