Think of your rating as your score, and your ranking as your ladder position.
Your rating/score will go up and down depending on how you play. I preach that you should ignore your ladder position and focus on improving your score (rating). There is a great article about how scores are calculated

Then there is your ladder position (ranking). Evey 10 minutes or so, the servers take every player (over 100,000) and sort them in order of their score (rating). The person with the highest score in the entire game univers is given the number 1. Everyone after him/her is 2, 3, 4, etc. If I am ranked at 32,000 it means (in theory) there are 29,999 people better then me (who have a higher score/rating then I do).
Because the ladder ranking is a calculation of EVERY single account/player it could change several 1000s even when your not signed on and playing. You may not play for a week. But if the people that do tend to suck... there score will go down, and if they drop below your score you will jump.
I hope that makes sence, please anyone let me know if that's not clear.
Ladder ranking - your position in the universe - lowest number is best, your always aiming to be number 1.
Rating - your personal score - get that puppy as high as possible, the higher number the better.
Oh, and once they sort the players (using the ladder) they divy up the ranks (ensign, etc.).
My reccomendation is to watch your score untill your over 1000, or a double bar at least. Then worry about the ladder.
