I think it should be set to off. If you have it off you can use your L2 button as a quick select, if it is on then I think the button doesn't work how its supposed to or something. There is more to it, but the only thing I know is that I have it off (I think) so that I can use my Quick Select 2.
yeah, you can't use your quick select 2 with it on. Instead of having to push "O" and move your fingers, you can hit L2 to talk and still have your button my the trigger. You can still hit "O" if you want, but the quick 2 is disabled and you have to select it manually.

I am not sure how you have your controller set up, but most likely it is R2. It is the menu where you pick your weapons during play. The quickselect buttons are:
