Best tip I can give for now: When I played or rogue spear, I would stand up and center my view - when you're playing on a level field, your head is lined up with another player's head (as long as you're in the same stance). For SOCOM II I would suggest getting up to a wall (in a respawn game so it doesn't hurt your accuracy) and trying to stand up and move randomly, yet fire on the same spot - it REALLY helps you to be able to lock onto a target and stay on it, instead of spam firing (by spam firing I mean slamming the control stick randomly until someone dies).

There is only one thing you can do to get a better headshot ac- shoot people in the head, so follow your team mates, and when they slow down or stop creep up behind them and BAAAMM!! you blast their heads 20 ft. away, and then tell them that you were sniping and they got in your line of fire
