The last two paragraphs talk about the Xbox 360 hardware difficulties that Rockstar faced when developing GTAIV. Rockstar president, Sam Houser, said that a lack of storage space on Xbox 360 discs and Microsoft's non-mandatory hard drive strategy were problematic.

"One of the problems with the 360, and it affects games like Grand Theft Auto if you think about how much content we put in the actual machine, is the fact that they don't have a significantly larger storage medium than the previous systems. It's a slightly bigger DVD disc." - Sam Houser

Too bad the 360 doesn't have Blu-ray, which can store 50 GB on one disc. If GTA4 would have been made exclusively for the PS3, Rockstar could have made the game even better. But because the Xbox 360 doesn't have the capabilites that the PS3 has, they had to develop the game to be able to perform on the 360. If it was a PS3 exclusive, they could have taken full advantage of the 50 GB Blu-ray disc, plus the more powerful hardware that the PS3 has. That's why the makers of the PC game, Crysis, is considering putting the game out for PS3, but said they would not be able to put it out on 360 because it doesn't have the capabilites to run that game.
