To be quite honest, I would pick up Socom 2. You can get it used for $5 at Gamestop, and more importantly a lot of the gameplay and some maps for Confrontation are being based off of Socom 2.
Playing online is all about knowing the maps, the weapons, and where to expect your enemies at. Playing the single player campaign of Socom 2 will help you get a feel for the mechanics of the game, some of the weapons, and the layout of the maps. All of the multiplayer maps are modified versions of areas you do single player missions in, so that will help you somewhat.
The only downside to Socom 2 is that people have been able to cheat online. So it may be difficult finding a game where no one is cheating.
Comparing Socom 2 to Rainbow Six Vegas 2 is a hard thing to do. They're both military shooters, but they're very different. Despite all of the advancements in modern shooters like R6V2 and COD4, Socom (2 especially) still delivers a uniquely satisfying and addicting experience that is very hard to explain.
