Na. I've scoped in with an m16 and taken a mine out with one shot. It's a lot easier than setting one and switching to the detonator and switching back to your weapon after you set it off. It allows you to shoot the mine and quickly move on to taking out anyone left.
IMO it's a pretty good tactic on demo maps or large maps with open spaces and higher elevations. You can set up your mines and move to higher ground for a better shot.
