In Halo 3 there is no direct way to make a clan. I found the best way to make a clan is to make a xbox live silver account and have everyone in the clan add that one account. It then only takes up one friend slot (100 friends max) and it gives you 99 extra slots. Then go on bungie.net and create a group for your clan.
