Although look or acceleration speeds do affect your aim/game, I don't think they're the all in one answer to instantly bettering your aim.
Understand what the 3 settings do and set them to something comfortable for you. Find the perfect mix that allows you to move your character and your crosshairs around in a controlled manner while still allowing you to turn/aim as fast as possible. The important point here is to not just set everthing as fast as it goes (just because others said so) and not be able to control your aim anymore. In short, set your settings to allow you to aim/move as fast as you can handle it.
If anything, you can always up the speeds by slight increments over some period of time.
As far as aiming, I move the crosshairs around with the right stick, but for when im shooting, I do small adjustments with the left stick, by strafing left or right to correct my aim as needed. But this depends on ur stick settings, I beleive you can set them to control different stuff (at least you could in s2, don't remember if you can in s3) .
