I usually get the two on the roof first. It takes a while because I use the M4A1 SD. I go prone, wait about a minute then the rectile settles and you can get an easy headshot if you get up close to the screen and squint. Then let it settle and get the second guard on the roof. Once those two are eliminated, look at your mini-map. There is an outlined route for you to take. Follow instructions and use common sense. You don't need to shoot anyone else if you're smart and stealthy about it.
